Going by the domination voicelines, Soldier thinks Scout is funny, and Scout... references a movie that won't come out for another 2 decades. Not sure how to interpret that but aight. In any case, its pretty clear neither of them respect each other, between Soldier's insults over Scout's youth and height, and Scout's dig at Solly's reliance on random crits.
BUT KEEP IN MIND, that's all *crossfaction battinghelmet*. Theres hope for us yet.

BLU Soldier got ran over by a train chasing RED Scout in "Meet the Scout". Chasing... for LOVE? sorry that doesn't even make sense.
In Expiration Date, Soldier interupts Scout's pathetic attempts to flirt with Ms Pauling, but we still see him later on with Spy and Demoman trying to help Scout with The Date tm. He also tries to choke him out, but knowing Soldier that's probably just his way of showing affection.

Comics

Soldier has represented Scout in court at least twice! Both times ended poorly but its the thought that counts
"The Adventures of Naked Soldier and Clothed Scout" is a comic series in universe. Need I say more?
Also, Scout nearly slept with Zhanna who went on to get enganged to Soldier. I'm sure theres some dramatic love triangle shit in that if you squint hard enough.
Soldier and Scout made up two thirds of an iconic comedy trio (with Pyro) at the start of comic 3. They killed three bears between them, funniest shit I've ever seen

Why

Judging by the fact they butt heads in most of their appearances, probably because of ENEMIES TO LOVERS. And of course the usual thing of Scout's marketable twinkishness making him shippable with, well, EVERYONE.

Another factor would probably be the fact that the two are both in the Offense Class, and a lot of the time end up polyshipped with Pyro too (also an offense class).

Dynamic

Something along the lines of "idiot and guy who's also an idiot but has to like be somewhat responsible to prevent idiot number one from, like, committing felonies". And the "your father doesn't approve" trope probably gets thrown in there somewhere. To be honest, not sure if Spy would be down with Scout dating any of the other weirdos on the team. Ah well, more fuel for you Scangst (Scout Angst) enjoyers.
